The meeting began shortly after 7 PM at the offices of Mo’ Better Marketing, and adopted a proposed agenda. Members introduced themselves, and reviewed the purpose of the committee as outlined in the Study Group charter.

The committee selected Steve and Mindy Lambert as co-chairs.

Dan Bevarly gave an overview of the study consultant team’s role in the public involvement dimension of the noise compatibility study. He suggested areas of emphasis for the committee’s future work: promoting grass-roots involvement, increasing media participation, and helping shape ‘the message’ through the various channels available, like media outlets, public officials’ briefings, business groups, and information sites.

The committee’s principal objectives were categorized as public outreach, media relations, oversight of the study’s public involvement program, and development of recommended measures for the revised Noise Compatibility Program in the area of public information.

The committee discussed several potential outreach strategies, including surveying public concerns, improved procedures for publishing and responding to inquiries, and developing user-friendly summary information on study activities and actions.

To bolster media relations, the committee considered compiling a media ‘packet’ that could provide study background, maps and/or lists of affected neighborhoods, the Study Group charter, names of spokespeople in general topic areas, key Group activities and ‘news items’, and pointers to the study’s Web site, hotline, and information centers.

Various means to promote direct links between the Study Group and the public were considered:

  • Attaching a study bulletin in some form to existing media like neighborhood association, small city, and civic organization newsletters.
  • Promoting coverage by suburban and target-group newspapers as well as the major dailies.
  • Soliciting television and radio interview segments for study coverage.
  • Using local groups to convey information and get feedback: PTAs, neighborhood organizations, civic clubs and groups, the Airport Neighbors’ Alliance, the Study Group’s Sensitive Facilities committee, UofL, and Greater Louisville, Inc, as examples.

For the next meeting, the chair promised a draft mailer/insert from which the committee could develop elements of a bulletin, media packet, or both. The next meeting was scheduled for 7 PM, Tuesday, June 29. The meeting adjourned at about 10 PM.
