  Role: Prime consultant, quality control, preparation of FAR Part 150 submittals, lead for many technical components, including aircraft noise exposure, aircraft operational impacts, analysis of airport and airspace capacity, and benefit/cost analyses.
   

Leigh Fisher Associates (LFA) was founded in 1946 by Leigh Fisher, a pioneer in airport consulting. The company was acquired by KPMG Peat Marwick in 1968 and reestablished as an independent corporation in 1993. Leigh Fisher Associates offers a comprehensive range of airport environmental planning, facility planning, and business consulting services. In the United States, the company has provided consulting services to the operators of over 80% of the large-hub and medium-hub, nonhub, and general aviation airports. Leigh Fisher Associates considers the environmental, physical, and financial aspects in an integrated manner to ensure that recommended actions are affordable and implementable.

Working from a single office, Leigh Fisher Associates staff consists of more than 60 consultants with qualifications and experience in environmental planning, airfield and airspace, architecture, transportation engineering, ground transportation, urban planning, business management, economics, public finance, computer science, and other disciplines relevant to the planning, development, and operation of airports. The company is organized so that consultants providing environmental, facilities planning, and buisness consulting services work together to ensure that client needs are met.

Leigh Fisher Associates has made noise compatibility planning a principal element of its airport consulting practice. In addition to preparing airport Noise Compatibility Programs (NCPs) under FAR Part 150, the firm provides a variety of other services, including:

  • Preparation of Environmental Impact Statements (EISs) and Environmental Assessment (EAs) for airport development projects, environmental impact analyses as part of master plan studies, and National Environmental Policy Act (NEPA) and state-mandated environmental reports.

  • Development of airport environs plans, encompassing such elements as land use, circulation, public facilities and services, development controls, capital improvement programs, and implementation.

  • Preparation of benefit/cost analyses under FAR Part 161

The company has completed, or is in the process of preparing over 20 FAR Part 150 studies or updates for airports throughout the country. We have a proven track record in preparing innovative NCPs, including the 1984 NCP for Tucson International Airport -- one of the first four in the country approved under the then-new FAR Part 150 regulations.

Leigh Fisher Associates is nationally recognized as a leader in addressing airfield and airspace capacity concerns. We have unequaled experience in balancing aircraft noise, land use, and airfield/airspace capacity. We emphasize the development of feasible, implementable airport NCPs. Leigh Fisher Associates employs an unusually broad range of computer analysis, simulation, and modeling techniques to support all aspects of our aviation consulting services. Leigh Fisher Associates works closely with the Federal Aviation Administration (FAA) in developing, testing, and enhancing airport planning tools.

Leigh Fisher Associates initially developed the FAA Runway Capacity and Annual Delay Models and is an active user of the Airport and Airspace Simulation Model (SIMMOD). Leigh Fisher Associates uses its own propriety software to process the FAA's Automated Radar Terminal Systems (ARTS) for use in airport noise and capacity/delay analyses. In addition, Leigh Fisher Associates is an active member of the Design Review Group for the Integrated Noise Model (INM).
